A driver is facing manslaughter charges after he allegedly struck and killed four women on the Pacific Coast Highway on Tuesday night. The victims are believed to be students at Pepperdine University. The crash happened around 8:30 p.m. in the 21600 block of PCH, near La Costa Beach and east of the Malibu Pier, authorities said.
